ソフトバンクは現在、総務相が開催している「IP化の進展に対応した競争ルールの在り方に関する懇談会」において、NTT東日本、西日本が保有する光ファイバーの回線事業を切り離し、すべての通信会社に1社独占で光ファイバー網を提供する民間企業を設立するべきだと提案している。ソフトバンクの試算によれば、この会社が設立され、5年間で6000万回線を敷設した場合、光ファイバー1回線あたりの単価は月額690円にまで引き下げられるという。
